Every four months, busses filled with hundreds of Japan Ground Self-Defense Force Officer Candidate School cadets unload on Torii Station and file into the chapel.
As the cadets take their seats filling the rows, a PowerPoint slide titled ‘U.S. Army Okinawa’ illuminates the far wall. For the next hour, the cadets receive a briefing on the history and role of the U.S. Army in Japan followed by a lengthy question and answer session. The cadets are encouraged to ask a panel of U.S. Army officers their opinions from topics that range from official topics like the strategic importance of the U.S./Japan alliance to more personal topics like favorite Japanese dishes.

“The relationship between the U.S. and Japan services is vital for the mutual benefit for the security of the Pacific region,” said Lt. Col. Richard Barker, the 10th Support Group’s coordinator for this program. “This program allows many future leaders in the JGSDF to begin the foundation of building a relationship with U.S. servicemembers. This first step in cooperating and understanding the relationship between the U.S. and Japanese forces is one of many that will shape the success of these officers’ careers.
In many cases, this is the cadets’ first encounter with American Soldiers.
“These lectures are very beneficial. We have a chance to talk with Americans. This is my first time interacting with American Soldiers. I feel that this experience will help me grow,” said Tomoyasu Takei, a Hyogo prefecture native.
Due to the close relationship the JGSDF holds with the U.S. military in Japan, exposure to bilateral partners is an important part of a JGSDF officer’s career.
“Now that we are at the beginning of their career, we think it is the best time for the cadet to study topics and understand the bilateral partnership between our countries,” said Maj. Kumamoto Tomokazu, an OCS cadre member.
Due to a recent change in funding, the traditional triannual trips to Torii Station will come to a halt. Members of the 10th Support Group are now planning to virtually engage with the cadets with an opportunity for cadets to learn and ask personal questions.
U.S. Army personnel involved see the importance of this program and plan to continue to support it.
“I jumped into this project because I love these sorts of things. I have had a lot of opportunities in my career to work with foreign services. I have a personal understanding of how important it is to grow these types of relationships,” Capt. Chaplain Daniel Powers, the Torii Station Chaplain.

米陸軍スポットライトシリーズ-沖縄県内でのパートナーシップ:陸上自衛隊幹部候補生学校
4ヶ月ごとに、数百人もの幹部候補生でいっぱいのバスがトリイステーションに着き、候補生はチャペルへの中へ入る。
候補生が席に着くと、「在沖米陸軍」というタイトルのスライドが映写される。約1時間、候補生は米陸軍の日本での歴史や役割の説明を受け、質問応答へと移る。候補生は説明をした米陸軍幹部へ、日米同盟における戦略のような堅い内容から、好きな日本食は何かのような軽い内容まで、様々な質問をするよう促される。
このブリーフィング担当のバーカー リチャード中佐は「日本とアメリカの同盟関係は、太平洋地域の安全保障にとって相互にメリットがある。」「このプログラムは多くの将来陸自幹部になる候補生が、米軍と絆を作る基盤になる。米軍、
自衛隊の連携かつ理解への最初のステップは、幹部として成功する要因の1つだ。」と語る。
多くの場合、このプログラムが候補生にとって米陸軍兵と接する初めての機会であろう。
兵庫県出身の候補生、竹井友康氏はこう語る。「今回の講義は非常に有益であった。アメリカ人と話す機会を持てたからだ。今回初めて、米陸軍兵と交流を持てた。今後、私の成長へと繋がると感じた。」
在日米軍と陸上自衛隊の緊密な関係があるため、2カ国間のパートナーへの影響は、陸上自衛隊幹部のキャリアにとって重要である。
幹部候補生学校の担当者、熊本智一3佐はこう語る。「今や我々は彼らのキャリアへの初段回にいる。候補生が同盟国の関係について学ぶのに最適のタイミングと考えている。」
予算の都合により、今後はこのプログラムは中止になる。そのため、第10支援群は今後バーチャルで同様なことができればと計画している。
米陸軍側はこのプログラムは重要性だと認識し、支援し続けていくつもりである。
トリイステーションの従軍牧師パワーズ ダニエル大尉は言う。「こういったものは好きだから、すぐこのプログラムに飛び込んだ。これまで、様々な外国の軍隊と仕事をする機会があった。こういった関係を築く重要性を、私は把握している。
